Limit the credit to a primary residence and property taxes actually paid after state relief, with income-based phaseouts and rules preventing duplicate federal tax benefits. Refundability would allow eligible people who owe little or no federal income tax to benefit.

Reward work with student loan relief
Create a Work and Stay Student Loan Credit providing up to $5,000 annually for five years, paid directly toward qualifying student loans.
